L. Mendel Rivers (chairman) presiding. The CHAIRMAN. Let the committee come to order. Gentlemen, today we begin the consideration of the most important bill of the year, the authorization bill for fiscal 1971.* We are happy to have our former colleague, our distinguished Secretary, Secretary Laird, and General Wheeler, whom we all know and admire, here to explain to the committee the necessity for the items requested by the Department of Defense, and hopefully give us assurance of the adequacy of our National Defense Establishment. We have a very busy session ahead of us and we want to expedite our hearings, but give full consideration to all facets of the authorization request by the Department of Defense. In order to give full attention to the many and varied program requests, the research and development portion, which totals $7.4 billion, will be considered by Subcommittee 3 under the chairmanship of Mr. Price, while the balance of the full committee is considering the procurement portion of the request which totals $12.8 billion. Now the reason we are doing this and incidentally I have discussed this with Mr. Arends we feel that we can cover this whole thing more fully, more adequately, and more advantageously, both to the committee and to the House. There will be less repetition. Dr. Hall has been after me for the longest time to have the R. & D. Subcommittee get in business. It is a very competent, a very dedicated, and a very highly selected subcommittee. The total Defense budget for fiscal year 1971 is $71.3 billion in new obligational authority. This is $11.9 billion below what the Johnson administration initially requested for fiscal year 1970. *NOTE.-See appendix to this volume for copy of bill as reported. (6811) |
