The collateral program means that these are the other areas aside from the major emphasis of democracy and communism.

In other words, the major emphasis program is democracy and communism. The collateral programing going along with it involves the other areas of citizenship, world affairs, and so forth. The support materials are materials which are already in the libraries. They are already available in the field and can be used immediately to carry out programs without waiting for the new materials to be produced.

Slide 30: Now, to show you a chart of the long-range program-I know it is impossible to read the chart, but I would like to make reference to something here that may clarify the picture. This top line is our major emphasis program. These lower areas on the chart are the supporting areas. Each quarter, then, there will be certain materials come out. Now, Mr. McNamara gave us our vertical perimeter. He outlined the six areas of our responsibility. There is nothing magic about a 3-year program. Our horizontal perimeter we simply had to work out for ourselves. How to do it was a completely open question. We put down the various areas that we thought needed covering. We came up with working titles to indicate the kind of a subject matter that we thought should be covered. Then we began to fill

For instance, in the quarter at this time next year there will be the motion picture "The Red Fighting Man." There will be a pamphlet of the same title going along with it so that anybody in the field will have good backup information on the subject.

Under citizenship there will come out a film on "Congress At Work." There will be a pamphlet to support the film.

Now, in the area of democracy versus communism, this program would hit all the troops. The question is: Will we hit all the troops with all of these films every quarter? I think you will see that each of the films and each of the pamphlets has a particular use. For instance, in citizenship, I have indicated that "Congress At Work" will be a pamphlet and a film during this quarter. Normally, the services will use this in boot training. When a man comes into the service, this is one area he should know right off.

In the "Forces for Freedom," there will be the film called "The Big Lie and You," and "Keeping Informed." Let me remark just a moment on this film, "The Big Lie and You." Actually the title of that film runs all the way across the program. Every quarter there will be a film called "The Big Lie and You" which will pose certain questions that are a Communist theme and the answers to them. For instance, "You Americans say you believe in peace. Why do you ring the Soviet Union with missile bases?" And then for 10 hard-hitting minutes we will come back with the answer to that particular theme of the Communists.

In each quarter we expect to come up with this kind of coverage.

On the "Code of Conduct" of that third quarter of 1963, for instance, there will be a pamphlet for the commanders' presentation on the code, with suggested ideas that the commander himself might give to his troops.

Under "World Affairs" there will be a film on "Communist Treatment of Minorities." Now you can, I think, begin to visualize that all of these come in different areas of a man's experience. In some cases some films will be used in a particular setting. In another it will be across the board with a broad brush treatment. In "Area Orientation" there will be the pocket guide to the Caribbean. Obviously this will only be used for people going to the Caribbean, and so on out throughout the entire program.

We know this is not a perfect program and obviously neither was the first piano a very good one, but we think we have hit a good line and we can improve it.

Slide 31: Now for one of the methods that we use for soul searching. We established a color code: political, law and order, cultural, psychological, economic, and scientific. We began to ask ourselves have we really covered the important areas here? Somebody might very well say: "Is this film in the first quarter of 1964 the only one you are going to make on the psychological problems that we face in the world?" The answer is "No." True, this is the major emphasis film, but you will see that there is something on this psychological theme running throughout the entire program, and so with the others. As we begin to shape our program better and improve our own ability to research and evaluate our efforts, so this chart will improve and we

Slide 32: One of the problems that already has been touched upon is the research and evaluation of the materials. We have so little experience in this. We expect to get a lot more. During 1959 and 1960 I took teams to 25 major commands overseas to try to evaluate just what the effectiveness of the materials was and how well they were distributed. We know a little about it. So from production we will measure the distribution processes, find out what happens at the audience level. We will begin to analyze whether the material is hitting the target or not and go back for improved processes to start production on another cycle. We are well on the way to this. We don't know how successful it will be but we believe our efforts will pay fruitful dividends.
