Major General SHULER. I have three other areas of repetitive items, sir. The next one is our fire stations. There are four fire stations in our program. Each is a three-stall installation, and three of the four are located at airfields. They vary in size from 3,560 square feet to 4,600 square feet at a cost of $90,000 to $130,000. All are replacements of inadequate temporary deteriorated buildings.

I believe Mr. Rexroad has a list which I request go in the record. Senator STENNIS. That is your firefighting stations?

Major General SHULER. Yes, sir. Three of these involve firefighting at airfields, in case we have an air crash, or for any of the buildings at the airfield, and the other one involves protecting the post. I believe that is at Fort Devens.

Senator STENNIS. There are three of these.

Major General SHULER. Three are on airfields, sir.

Senator STENNIS. How many in all?

Major General SHULER. Four, total.
Senator STENNIS. All are replacements?

Major General SHULER. Yes, sir.

Senator STENNIS. We are going to consider everything you have in your bill, but on these replacements, what did the House do with that? Do you know what the House committee did?

Major General SHULER. They didn't cut any fire stations, sir, but I know they cut some of the replacements. I would have to furnish that, if I may.

Senator STENNIS. All right, we will receive it.

NOTE. As a result of the above Armed Services action, the military construction funding request of $249,636,000 in support of the President's budget, had to be reduced to an appropriation request of $221,164,000.

Senator STENNIS. All right, the next item.

Major General SHULER. The next items, sir, are the chapels with religious educational facilities. We are requesting these types of facilities, sir, at five posts: At Yuma Test Station this requirement results from a greatly increased post population during the last 15

years when the present chapel was built. The present seating capacity here is only 25 percent of the required capacity.

At the other four posts, the requested facilities replace temporary World War II structures. None of the World War II structures have adequate worship space to accommodate the military families, nor do they have facilities for religious educational activities. When these facilities, with their attendant fire hazards, are overcrowded, a truly dangerous situation results.

At each post the religious educational facilities have been improvised in old post exchange buildings, barracks, or converted warehouses. I will furnish a list of the chapels and locations for the record. Senator STENNIS. We might get these in here but why hadn't we had them in former years? They have been torn down?

Major General SHULER. We have had chapels in each program, not as many as we would like, but they usually have gotten knocked out of the program at some level of review. We are certainly trying to keep as many in as we can until we correct our deficit.

Senator STENNIS. How much is involved in the five stations?
Major General SHULER. Total for chapels is $2,758,000.

ARMY SECURITY AGENCY BUILDINGS

Senator STENNIS. All right, your next item?

Major General SHULER. Our last area, sir, of repetitive items is Army Security Agency operation buildings.

As you know, sir, we cannot program ahead against indefinite future requirements; therefore, we build these facilities to meet our current requirements. As the Army Security Agency is assigned new missions it must program additions to provide additional operating positions. In some cases the employment of new and sophisticated equipment likewise requires additional floorspace. There are five such building additions in the program, varying in size from 1,150 square feet to 3,746 square feet at costs of $30,000 to $167,000.

Operations at Army Security Agency field stations are initially conducted in temporary buildings as an expedient to getting the mission underway promptly. Such temporary facilities, usually Quonset huts, are not adequate for housing delicate electronic equip

ment. The facility must be replaced with an adequate structure to exploit the full capability of the units' equipment.

I know the committee is familiar with the Army Security Agency type operations and realizes how important these operating facilities

are to us.

This concludes, sir, my repetitive items and in this last category the amount of money is $534,000 for all of the items. I have furnished a list for the record.

Major General SHULER. Army Security Agency.

Senator STENNIS. On Army Security, I have a question or two. That does not have anything to do with "NSA," their activities, National Security?

Major General SHULER. Yes, sir, it functions under the National Security Agency; yes, sir.

Senator STENNIS. These are for this?

Major General SHULER. These are for the Army, sir, but the Army Security Agency, of course, comes under the general guidance of the National Security Agency. These are located worldwide and we will come to them in the program. They are for a very important classified mission, which we can tell you in executive session. Senator STENNIS. All right, continue.

UNOBLIGATED BALANCE

Mr. Rexroad has asked some questions here we want to get in the record at this time.

I suppose you have been advised about these.

All right, gentlemen, we think the record ought to show the following: a complete recapitulation of your unobligated balance as of October 1, 1963, and also explain how much free cash which they have left over from the fiscal year 1963. Do you have these figures ready? Major General SHULER. We would like to furnish them, sir, if we

may.
