Standard Metropolitan Statistical Areas ---Except in New England, an SMSA is a county or group of contiguous counties which contains at least one city of 50, 000 inhabitants or more, or "twin cities" with a combined population of at least 50,000. In addition to the county, or counties, containing such a city or cities, contiguous counties are included in an SMSA if, according to certain criteria, they are essentially metropolitan in character and are socially and economically integrated with the central city. In New England, SMSA's consist of towns and cities, rather than counties.

8. POLICY STATEMENT IN REGARD TO REQUESTS FOR PERMISSION TO MOVE OFF-POST.

The purchase of a home, or planned purchase, is not sufficient reason, per se, to justify approval of a request to terminate government quarters. Additional information is required, such as official notification of retirement within six months; ETS within six months accompanied by a statement that applicant does not intend to reenlist; detailed compassionate reasons, etc.

Government quarters will be kept fully occupied by one of the following means, in the priority listed:

Upon assignment of government quarters the rental allowance is deductible, whether quarters are actually occupied or not.

Applications will be forwarded to the Post Billeting Officer through the applicant's Commanding Officer, who will:

Add any additional facts which may be helpful in reaching a decision.

The Billeting Officer will include the following information in his forwarding indorsement to the Post G4, who is the final approving authority.

Upon approval of application to terminate quarters, transportation charges will be paid by the government where the move is approved for the convenience of the government and by the individual where the move is approved for the convenience of the individual.

FAMILY HOUSING

The Department of Defense Family Housing Manage ment Account was established as of July 1, 1962, under authority (76 Stat. 237) provided in the Military Construction Act of 1962. All expenses of the military family housing program are financed from this account. In its first year of operation, the account was funded by the transfer of $590.3 million provided for the support of family housing activities in 15 Defense appropriations for 1963. In addition, $101.4 million of unobligated balances available for the support of family housing activities in the June 30, 1962, balances of the Military construction appropriations and the Wherry housing revolving fund was transferred to the housing management account.

Pursuant to the Military Construction Authorization Act, 1964 (77 Stat. 327), a total of $637.4 million was appropriated in the Military Construction Appropriation Act, 1964, under the title Family housing, Defense.

For 1965, authority is being requested in the military construction authorization legislation for the appropriation of $711 million; $238.6 million of which is for construction and related projects, and $472.4 million for the operation and maintenance of family housing and related facilities, for leasing of family housing, for payments

required on the indebtedness assumed to acquire Capetar and Wherry housing and to build surplus commodor housing in foreign countries, and for authorized payments of Servicemen's Mortgage Insurance premiums

1 Advances and reimbursements from non-Federal sources are derived principally from collections of rentals
from occupants of certain military housing units (69 Stat. 652 and 70 Stat. 1105).

1. Construction-(a) Construction of new housing.- In addition to the construction of new family housing units and associated facilities, this includes planning, related land acquisition and site preparation, and the initial outfitting of housing with fixtures and other equipments which are integral components thereof, including major appliances. Facilities associated with family housing units include roads, driveways, walks, and utility systems which primarily serve the family housing units, and community facilities which are integral to a housing area and are provided for use by the residents. Family housing requirements have increased substantially in recent years due to the increasing marital rate among career military personnel. In each of the years 1963 and 1964, funds were appropriated for construction of 7,500 units of new family housing. For 1965, a total of 12,500 units is

proposed to be funded as the third increment of a 62,100unit construction program planned to overcome housing shortages which are not expected to be met by privately owned rental units or other housing sources.

(b) Acquisition of Wherry housing-With the acquisition of 2,441 units in 1963 and the planned acquisition of 5,752 units in 1964, the Wherry housing acquisition program is expected to be completed in 1964 with a total of 80,749 units acquired; accordingly, no funds for immediate acquisition costs are required in 1965. Payments required on mortgages assumed in acquiring Wherry housing are included in the Debt payment budget subactivity described below.

(c) Construction improvements.-Projects to correct deficiencies in existing public quarters and related facilities, to bring inadequate public quarters up to public quarters
