This program provides for Joint Chiefs of Staff directed and coordinated exercises and for operational training of the United States Army Air Defense Command operaring units. The Joint Chiefs of Staff directed and coordinated exercises are a continuing electronic countermeasure test program designed to evaluate the effectiveness of North American Air Defense Systems against penetration tactics in a heavy electronic countermeasure environment.

Operational training exercises consist of a systems training program which utilize training aids and films to simulate tactical environment for selected command and control systems.

Funds required to support the above exercises are based on the scope of the exercises and the extent of contractual effort required for technical support.

Included in this program is annual service practice at McGregor Range, Fort Bliss, Texas for all United States Army Air Defense
Command units.

The purpose of these exercises is to measure the effectiveness of the North American Air Defense system against penetration. The exercise utilizes Strategic Air Command aircraft which fly against selected defenses whose mission is to locate the target and make simulated firings. Target information is relayed to United States Army Air Defense Command units through fire control systems, The program provides data which is used to determine. the need for improvement of air defense systems. Funds for these exercises provide for preparation of exercise information summaries which are used for study and analysis by the United States Army Air Defense Command.

The purpose of United States Army Air Defense Command operational training exercises is to test the effectiveness of fire coordination systems and equipment through the use of simulated attack scenarios. Funds required for this program provide for operational tests and combat defense evaluations. These contractual services consist of development of exercise problems and training devices and technical supervision during exercises.

Each year all active Army units undergo practice firings at McGregor Range. round trip cost of transporting units.

This program provides for the operation of United States Army Air Defense Command Headquarters and Regional Beadquarters of the command. Included are funds for civilian pay and other expenses which are associated with normal headquarters operations.

These funds provide for the local costs of operating and maintaining United States Army installations required for the support of United States Army Air Defense Command missile forces and excludes costs related to SAFEGUARD. It includes costs associated with supply operations, maintenance of materiel, personnel support, base services, operation of utilities, maintenance of real property, minor construction, other engineering support and administration.

These funds provide support for 48 sites in the United States. Of the funds requested for FY 1973, 51% is for the pay of civilian personnel who provide base administrative and logistical services. The remainder is for supplies, contractual services and other expenses. Included in this program are funds for eleven missile support shops which provide essential maintenance for tactical equipment.

Program 2, General Purpose Forces, consists of the Army combat forces, the command organizations associated with these forces, and the logistic and administrative units organic to and associated with these forces which are deployed or deployable to support the Army's combat mission.

This program

Estimates included in this program provide for the operation and maintenance of the General Purpose Forces of the Army, including those forces engaged in combat, combat support and combat service support activities in Southeast Asia. reflects the operations and maintenance requirements for support of the world-wide operational and training requirements of the tactical forces as well as those for operation of unified commands for which the Army is the administrative agent.

The request for FY 1973 is $1,767.4 million for a net decrease of $112.4 million from the revised FY 1972 estimate.
