Mr. SHEPPARD. Your general statement, please.

Captain MCMANUS. The projected housing requirement for eligible military personnel and essential civilians at this location is 839. There are now 779 adequate units available, leaving a deficit of 60. With the addition of the proposed nine units, 94 percent of the requirement will be filled.

This project is required as a military necessity because there is no suitable housing available for senior officers.

This installation is located on the eastern end of Puerto Rico, approximately 65 miles east-southeast of San Juan. The general area is isolated, except for a local community which contains no adequate housing.

Mr. SHEPPARD. What senior officers and civilian members will occupy this housing? Break that down into the two respective categories in your answer, please.

The type of units will be single units. The project will consist of nine units for officers (one admiral, eight captains).

Captain MCMANUS. The projected housing requirement for eligible military personnel at this location is 186. There are now 46 adequate units available, leaving a deficit of 140. With the addition of the proposed 104 units, 81 percent of the requirement will be filled.

This project is required as a military necessity, since operating personnel must reside on the station.

The type of units will be single units for officers of the rank of lieutenant commander and above and semidetached units for officers below this rank and for enlisted personnel. The project will consist of 6 units for officers (1 commander-lieutenant commander and 5 lieutenants) and 98 units for enlisted per

sonnel.

The project will consist generally of 10 percent two-bedroom units, 75 percent three-bedroom, and 15 percent four-bedroom units.

This project is required for a buildup at this location and not all of the personnel are currently on board.

Community support was determined by an actual survey of the area. DOD criteria were used in establishing adequacy of community housing.

There are no personnel included in the total requirements on a sea duty tour. Mr. SHEPPARD. Why the construction of 104 units here, when your total requirement could be met by increasing it only 36 more units, if my mathematics from the justifications are correct, and I think they

are.

Admiral JOHNSON. A buildup is projected for this station, Mr. Chairman, connected with the communication facilities. This move to Sabana Seca is a part of this.

Mr. SHEPPARD. Do you contemplate constructing these units in 1964, or not?

Admiral JOHNSON. Additional units in 1964, no, sir. This is the complete requirement.

Mr. SHEPPARD. How far removed is this radio station from other Naval facilities in Puerto Rico?

Captain MCMANUS. About 10 miles.

OUTSIDE UNITED STATES

NAVAL STATION, ARGENTIA, NEWFOUNDLAND

Mr. SHEPPARD. The next project is Outside United States. The first item is Naval Station, Argentia, Newfoundland.

Captain MCMANUS. The current housing requirement for eligible military personnel at this location is 980. There are now 556 adequate units available, leaving a deficit of 424. With the addition of the proposed 200 units, 77 percent of the requirement will be filled.

This station is in an isolated area with no housing available except that provided by the Navy. The town of Argentia has a population of less than 1,000, and there is no adequate community support available in the surrounding area.

The type of units will be single units for officers of the rank of lieutenant commander and above, and semidetached units for officers below this rank and for enlisted personnel. The project will consist of 30 units for officers (1 captain, 8 commander-lieutenant commanders, 21 lieutenants and below) and 170units for enlisted personnel.

The project will consist generally of 10 percent two-bedroom units, 75 percent three-bedroom and 15 percent four-bedroom units.

This is an isolated area and no adequate community support is available. There are no trailers at this location.

There is approximately 25 percent of the personnel included in the total requirements on a sea-duty tour.

Mr. SHEPPARD. What consideration did you give to the consolidation of planning and construction of this project with Air Force housing which I understand is in the same general area?

Captain BOOTHE. Mr. Chairman, we know of none.

Mr. SHEPPARD. Is any land acquisition involved in this location? If so, what is the status of the land acquisition?

Captain MCMANUS. No land acquisition is involved.
