The decrease in issues in kind is attributable to a reduction of 156,300 enlisted gains from civilian life, from 347,700 in fiscal vear 1962 to 191,400 in fiscal year 1963 and to a minor change of items in the clothing bag.

The decrease in supplementary issues in kind is primarily due to strength changes, and elimination of replacement for RFA personnel.

Provides for a monetary allowance in lieu of clothing in kind to enlisted personnel in the Army after the first 6 months of service. This includes a basic allowance of $4.20 a month for enlisted personnel who have 6 to 36 months of service, and an allowance of $5.40 and $6 respectively for male and female enlisted personnel with over 36 months service. Also includes monetary allowanc for civilian clothing, and for supplementary clothing items required by enlisted

This increase is due to a man-year increase of 27,717 enlisted personnel who are
entitled to monetary allowance in lieu of clothing. The man-year gain is reflected
in the 6-month to 3-year service category of enlisted personnel who are authorized
monetary allowance in lieu of clothing.

SECTION 1-PURPOSE AND SCOPE

Provides funds for the feeding of Army enlisted personnel. Includes subsistence
in messes, cross-service feeding by other departments, emergency and operational
rations, payments for ration savings and the payment for meals furnished under
contract at commercial facilities. Subsistence supplies are provided by procure-
ment from military stock funds or by local purchase from commercial sources in
areas below the stock fund level of operation.

The increase in operational rations is due to the fiscal year 1963 increased number of personnel using operational rations while in a field training status. The decrease in subsistence in messes is caused by the strength reduction for fiscal year 1963.

This program provides for expenses incident to permanent change of station travel of military personnel, as individuals or as an organizational unit. It includes transportation by land, air, or water, whether by MATS, MSTS, privately owned vehicle, or commercial carrier; per diem allowances as prescribed while in a travel status; travel of dependents and transportation of household goods, port handling charges, dislocation allowances, nontemporary storage of household goods; minor supplies and services incident to organizational PCS movements; expenses and allowances incident to separation travel, including payments of mileage upon reenlistment, discharge, or release from active duty; authorized TDY directly related to PCS movements.

Provides for PCS movements of military personnel (officers, enlisted and USMA cadets) from home of record, place from which ordered to active duty, induction or recruiting station via reception station, indoctrination training stations or schools to first permanent duty station. Includes dependent travel and associated

costs.
