P-1 AND P-2 PROGRAM

Mr. FORD. On page 11 of your prepared statement you P-1 and P-2 program. You indicate that you initiated th of P-1 in fiscal year 1959, and you implemented it in fisca However, you indicate you are not doing any implemen in 1961 and none is contemplated in fiscal year 1962.127 Why are you not moving into the third and fourth in P-1 in fiscal year 1961 and 1962?

Colonel RUSSELL. Are you talking about the phases, o increments of proficiency pay?

Mr. FORD. The statement says:

No expansion of the P-1 program is planned for fiscal year 196 1962.

Colonel RUSSELL. Well, the program calls for imple four even annual increments. At this time we have only two of the increments. Within the dollar limitations we not be able to make any more P-2 allocations because this the number of P-1's, and it would reduce the populatio ceiving it.

The Reserve officer candidate program provides two 6-week summer training courses for students atending an accredited collegiate institution. Upon successful completion of the course and receipt of a baccalaureate degree, male students are commissioned as Reserve officers and are required to serve for 3 years with the Active Forces. Details of the program are summarized below:

The major purpose of the appropriation "Reserve personnel, Marine Corps" is to provide trained personnel for duty with the Marine Corps in time of national emergency or war. To train Reserve personnel for either event, furs are used for multiple drills and periods of annual active duty for training at Marine Corps stations. School and special tours are provided to give reservists special technical training that is not available, or cannot be simulated at the home armory. Six-month trainees are required by law to participate satisfac torily or be subject to up to 45 days of involuntary training. Annual active duty training is provided a small portion of those reservists not members of drill par units but who are required for early mobilization. The appropriation also funds

GENERAL STATEMENT

BRIEF BIOGRAPHICAL SKETCH OF WITNESS

Born in Sandy, Utah, June 28, 1914, Brigadier General Fairbourn graduated from the University of Utah with a bachelor of arts degree in accounting in 1935. He was commissioned a second lieutenant in the Marine Corps July 10, 1935. During World War II, he was awarded two Bronze Star Medals for action on Bougainville and Guam as the operations officer of the 12th Marines, an artillery regiment. He later commanded the 2d Battalion of this regiment during combat on Iwo Jima where he earned the Legion of Merit with a Combat "V". Among his assignments after World War II was a 3-year tour of duty in the Office of the Chief of Naval Operations. He has graduated from both the Naval War College at Newport, R.I., and the Command and General Staff College. Fort Leavenworth, Kans. In 1955, he took command of the 11th Marines, the artillery regiment of the 1st Marine Division, and the following year he was transferred to the 3d Marine Division on Okinawa where he served as chief of staff. Before his appointment to brigadier rank on November 1, 1959, he was Director of the First Marine Corps Reserve and Recruitment District. He served as Deputy Director of the Marine Corps Reserve from November 1, 1959, to January 1, 1960, when he became the Director of the Marine Corps Reserve. General FAIRBOURN. Yes, sir. Mr. Chairman, it is a pleasure to make this my second appearance before this committee.

The appropriation "Reserve personnel, Marine Corps" covers the pay, allowances, clothing, subsistence, travel and related expenses for Marine Corps reservists performing active duty for training and attending scheduled drills, and for Reserve officer candidates undergoing summer training.

At the end of fiscal year 1960 the drill pay Marine Corps Reserve strength was 41,562. Over 74 percent of the enlisted drill-pay reserv ists were subject to the provision of the Reserve Forces Act of 1955. and were required to maintain satisfactory attendance. About 7 percent were personnel who had completed training under the 6-month training program or who had the equivalent of such training.

The 6-month training program has continued to materially raise the level of training of the Reserve by providing a type of enlisted mar who has been adequately prepared for advanced unit training. This program, together with the mandatory participation provision, has
