The first law establishing a ration for the men of the Federal Navy is found in the act of March 27, 1794 (1 Stat. 350). In 1842 the rude ides of a fired allowance for each day of the week was discarded, and, instead, a more fextle slowance of specified items with permitted substitutes was suborized. The art of March 2, 1907 (34 Stat. 1193 made an important change in that many anide comprised in the Navy ration may be issued in excess of the authorized quantity, provided there be an underissue of the same value in some orber arutle of arutles.
