You had this board to meet in which your estimate was only approximately 6,000 rated officers instead of 27,000 beyond your needs. At the time that your board met and you made your 6,000 determination, did you have before you the Comptroller General's estimate of 27,000 being surplus? General LIGON. Yes, sir. General GENT. PART II. JUSTIFICATION OF FUNDS REQUESTED The following is a comparison by fiscal years of attendance of officers and dollar requirements for field training, other exercises, and service and technical schools, but excludes requirements for pilot and observer training, uniform allowances, ferrying of aircraft. Federal insurance contributions, etc. Field training: Funds are required to provide for pay and allowances of Air National Guard officers attending field training. During fiscal year 1962, an estimated 8,200 officers will participate in 15 days field training. This estimate is based on the programed strength of each individual unit scheduled to attend field training. Experience indicates that approximately 94 percent of the officers will attend field training. The attendance factor is based on experience data developed from the actual field training during fiscal year 1960. The pay factors used in computing the requirements include base pay, subsistence and quarters allowances, and incentive pay when authorized. Advance and rear echelon detachment: An estimated 3.5 percent of the officers attending field training will be assigned for an average of four additional days for duty as advance and rear echelon detachments for their units__. The other 28 (30 percent) will be eliminated after an average of 16 weeks training or 3,136 man-days.
